Former Chinese People's Liberation Army No. 4003 Factory, was founded in 1960, designated manufacturer for PLA, is in Qinhuangdao, Hebei, China, originally belonging to the navy logistics department. In 1960, the 4003rd factory set up an affiliated department of the PLA Navy.
